Marcella Mall, Island City Mall, BQ Mall & Moneychangers in Tagbilaran Bohol !
When in Tagbilaran Bohol u´ll have a choice of 3 different Malls; The Marcella Mall, BQ Mall & Island City Mall.
Which Mall is the best? Well, that´s a matter of taste & also depending on what u´re looking for. I was told that Marcella & Island City Mall are managed by the same owner group (please correct me if i´m wrong) & are competing against BQ Mall.
We made several runs to the Supermarket at the Marcella Mall. I liked the convenience of having the driver waiting in the garage while we went up to the Supermarket & returned with our groceries (more like sodas, mineral water, snacks & so...but still  ).
The Supermarket at the Island City Mall is nice too & has (according to expats living in Tagbilaran) the best assortment of imported goods such as JIF Peanutbutter, Dr Pepper, Rootbeer, Mountain Dew, imported italian sausages & so on.
I like the selection of stores at the BQ Mall. Their plain clothes Security staff are very helpful & serviceminded if u have any questions or need any help. Inside BQ Mall u´ll also find Pizza Hut if u get a craving for a slice or two.
The Island City Mall has a food court on the second level where u´ll find places like Jollibee, Dunkin Donuts, Greenwich Pizza etc.
Regarding Money changers:
My advice would be, go to:
Core Pacific (inside the Island City Mall, ground floor) !!!
Their rates were far better than any other place i came across in Tagbilaran + the location is as secure as can be expected.
An example: at the time the exchange rate at Core Pacific for US dollars was 49.75, at the Resort it was 48.00, at the indian Money changer "Bombay" something... it was 49.00

I have been numerous times to BQ Mall and Island City Mall. I liked the Island City Mall better, but we live next to BQ Mall so it is more convenient in that way. The exchange rate at Island City Mall down in the ground floor is like you said, the best you can get. I must visit the Marcella Mall today, which I didnt know existed until I read your post ;-)
